I am not sure if this is already implemented but, a county-wide student council for students to voice themselves.  Create a separate FB, IG, or YouTube something for others to submit their questions, concerns, or comments.  A virtual safe haven for students to give input without fear.  Once those ideas and suggested are reviewed by the Council, Council presents to school board or superintendent.  Collaboratively, council and school board come together to implement the ideas.  Periodically, reassess how the idea is working by allowing students a forum for feedback. 

The council can consist of

• president
• vice president
• secretary (3 one for each grade level; elementary, middle school, high school)
